LIBERIA’S INTER-MINISTERIAL STEERING COMMITTEE PLEDGES FULL SUPPORT FOR SECOND NATIONAL RISK ASSESSMENT ON MONEY LAUNDERING AND TERRORISM FINANCING

Liberia’s Inter-Ministerial Steering Committee (IMC) on Anti-Money Laundering and Countering the Financing of Terrorism has approved full technical and financial support for a second national risk assessment to identify money laundering and terrorist financing threats and vulnerabilities.

The decision was reached on Friday, May 15, 2026, at a meeting chaired by IMC Chairperson and Justice Minister Cllr. Oswald Tweh at the Financial Intelligence Agency headquarters in Monrovia. The IMC agreed that the Ministry of Finance and Development Planning will fund the Financial Intelligence Agency to lead the exercise along with other competent authorities.

The assessment is required under Financial Action Task Force Recommendation #1, which mandates countries to assess risks in their financial systems. It follows a March 2026 training conducted in Monrovia by the Inter-Governmental Action Group Against Money Laundering in West Africa for Liberian authorities on identifying risks in critical sectors.

The second national risk assessment will cover the banking, tax, regulatory, law enforcement, prosecutorial, among other critical sectors. 

The FIA Officer-In-Charge, Mohammed Ali Nasser stressed that the validated report after the risk assessment will strengthen Liberia’s technical compliance and effectiveness in combating financial crimes.

IMC member institutions that attended the meeting included the Central Bank of Liberia, Liberia Revenue Authority, Ministry of Foreign Affairs, Ministry of Labor, National Security Agency, Liberia Drug Enforcement Agency, Liberia National Police, Liberia Anti-Corruption Commission, National Lottery Authority, Ministry of Transport, Liberia Business Registry, and other agencies.
