Pledges Technical Backing to Address AML/CFT Deficiencies Ahead of 2029 Evaluation
Liberia’s Inter-ministerial Committee (IMC), the policy body of the country’s Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) regime, has renewed its commitment to provide full technical support to the Financial Intelligence Agency of Liberia (FIA). This decision aims to help Liberia address deficiencies identified in its second Round Mutual Evaluation Report (MER2) released in 2023 by GIABA, the Inter-Governmental Action Group Against Money Laundering in West Africa.
The country’s IMC is chaired by the Minister of Justice and Attorney General, Cllr. N. Oswald Tweh, who presided over the meeting on Wednesday, October 22, 2025.
Other governmental institutions that attended the policy meeting include:
- Central Bank of Liberia (CBL)
- Ministry of Foreign Affairs
- Ministry of Labor
Liberia Anti-Corruption Commission (LACC)
- Liberia Revenue Authority (LRA)
- Liberia Business Registry
- Liberia National Police (LNP)
- Liberia Drug Enforcement Agency (LDEA)
- National Security Agency of Liberia (NSA)
- Ministry of Transport
- Liberia Immigration Service (LIS) and the
- Financial Intelligence Agency of Liberia (FIA).
Serving as the Presiding Officer, Justice Minister N. Oswald Tweh emphasized the FIA’s critical role in safeguarding Liberia’s financial system. He stated that the FIA needs to be technically and timely supported by all IMC member institutions in the interest of the global financial system.
The Attorney General added that money laundering and other financial crimes need to be robustly and legally tracked and prosecuted. He stressed that the FIA requires critical data in time to deny launderers and other “unscrupulous individuals” access to their illicit proceeds allegedly associated with crimes.
For his part, the Officer-In-Charge of the FIA, Mohammed Ali Nasser, lauded all IMC member institutions for their continuous participation, which promotes inter-agency collaboration, coordination, and cooperation that benefits the Liberian society.
OIC Nasser recommitted the Agency’s dedication to working with all competent authorities to ensure a successful outcome for Liberia’s third-round Mutual Evaluation assessment by GIABA in 2029. This assessment will review the technical compliance and effectiveness of institutional systems and the political will that Liberia is continuously exercising.
