The Financial Intelligence Agency of Liberia (FIA) and the Liberia Immigration Service (LIS) have officially signed a Memorandum of Understanding (MOU). The MOU is aimed at enhancing national efforts to fight money laundering and other financial crimes in Liberia. FIA Officer-In-Charge, Mohammed A. Nasser, and LIS Commissioner General, Elijah F. Rufus, both signed for their respective institutions.
This memorandum underscores Liberia’s commitment and adherence to international standards set by the Financial Action Task Force (FAFT), which emphasize inter-agency collaboration, coordination, and cooperation in the fight against illicit financial activities.
The MOU, inter alia, will focus on enhanced data sharing between the FIA and LIS for the exchange of critical information related to cross-border trade and financial transactions; joint investigations and Intelligence coordination to identify, disrupt networks involved in money laundering and related offenses. The MOU will also facilitate strengthening of institutional capabilities for the two entities by improving the technical skills of their collective manpower and efficiency through training and resource sharing.
Making remarks at the signing ceremony, FIA OIC Nasser stressed the significance of unified Anti-Money Laundering and Countering the Financing of Terrorism (AML/CFT) action, stating that, “This agreement is a major preventive measure toward building a resilient financial system that can withstand the threats posed by transnational crimes.”
Also speaking, LIS Commissioner General, Rufus, noted that the joint effort of the FIA and LIS sent a clear AML/CFT message that Liberia is serious about protecting its borders and economy.
The partnership is anticipated to serve as a model for future collaborations among Liberian institutions, reinforcing Liberia’s resolve to uphold transparency, accountability, and the rule of law.
The brief signing ceremony was held on August 21, 2025, at the FIA’s Headquarters in Monrovia, Liberia.
