The Deputy Director General of the Financial Intelligence Agency of Liberia (FIA), Hon. Amos Y. Boakai successfully attended the 1st Pan-African Financial Intelligence Units Forum held in Yaoundé, Cameroun, on behalf of Hon, Mohammed A. Nasser, Officer-In-Charge of the FIA. The Forum, which took place at the Yaounde Conference Centre on April 17-18, 2025, under the theme “Strengthening Financial Integrity and Cybersecurity Resilience in Africa”, brought together Financial Intelligence Units (FIUs), policymakers, central banks, anti-corruption agencies, law enforcement bodies, and private sector stakeholders from across the African continent. The Forum was convened under the auspices of the International Institute of Certified Forensic Investigation Professionals (IICFIP).
The 2-day event was graced by high-profile personalities, including representation of the Prime Minister and Head of Government of the Republic of Cameroun, and AML/CFT regional leaders, as well as law enforcement and tax authorities, and the student community.
In the Deputy Director General’s representation role for the OIC, he served as one of the moderators for a top-notch panel that consisted of director generals of Zambia and Benin FIUs, two university professors, and the CEO of Telecom Network, on the topic: Emerging Threats in Financial Crime and Cybersecurity.
The event came to a climax with signing of resolutions with various FIUs present for the adoption of a Pan-African FUIs Forum to champion the continent’s AML/CFT agenda, combat illicit financial flows and other financial crimes across the African continent.
The resolutions, among other things, called for the independence of all FIUs, establishment of specialized financial crime courts, budgetary autonomy, and whistlebower protection laws. The resolutions also called for strengthening financial investigation and operational capacity, advancing technology and cybersecurity, recognizing the International Institute of Certified Investigation Professionals (IICFIP) Academy as Africa’s premier FIU Authority, developing human capital through training, promoting regional integration and international cooperation through cross-border investigation, legal harmonization, inter-agency Memorandum of Understanding (MOUs), and standardized professional development, etc.
The Forum climaxed with awarding of certificates to participating FIUs, including the FIA.
